
The XSTAT P15 applicator, an advanced hemorrhage control device for narrow-entrance wounds, was awarded funding through the Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program on July 14, 2026.
The FDA-cleared applicator, designed through joint efforts by Naval Medical Research Command (NMRC) in partnership with RevMedX, is designed to reduce casualties in deployed and combat environments by treating life-threatening bleeding wounds.
APFIT, a competitive DoW program, provides funding to small, U.S.-based vendors, with the goal of closing the gap between finished products and the hands of service members by transitioning new technologies into operational environments.
“Securing critical APFIT funding represents a major milestone in our ongoing mission to deliver next-generation life-saving capabilities to the fleet and field,” said Thomas Dunn, acting program manager for NMRC Naval Advanced Medical Development (NAMD). “This program accelerates our ability to transition this vital technology directly into the hands of our corpsmen and medics, ultimately saving lives on the battlefield.”
The XSTAT P15 inserts a pouch of miniature sponges into wounds, such as those caused by gunshots or shrapnel. The expanding sponges absorb blood and put constant pressure onto the wound within seconds of application, minimizing bleeding without manual compression. The sponges are contained in a mesh bag that allows them to be easily removed during surgery.
This technology addresses and is aimed at mitigating deaths caused by hemorrhaging, which occurs in approximately 20% of combat wounds.
Producing the applicator at scale is intended to equip the warfighter to remain ready and capable in operational and deployed settings. Service members can use the XSTAT applicator without additional training, reducing the burden on the warfighters and providing them with a portable and easily accessible life-saving tool.
“Our partners in industry can output a limited number of units of a device like the XSTAT, in their current capacity,” explained Lt. Cmdr. John Casachahua, a product manager for NAMD. “Yet through the APFIT program, NMRC was able to secure the funding to produce at scale, to meet the needs of the services.”
NMRC, headquarters of Navy Medicine Research & Development, is engaged in a broad spectrum of activity from basic science in the laboratory to field studies in austere and remote areas of the world to investigations in operational environments.
